October 15, 2017 - (Washington D.C.) The FAA has undertaken a wide-ranging transformational effort to modernize the entire U.S. air transportation system by switching from ground-based navigational and surveillance systems to satellite-based GPS. Included in the many initiatives to ensure this happens was the NAVLean program established to improve and streamline the Instrument Flight Procedures (IFP) design process. This required developing authoritative sources for key data subject areas related to IFP development and providing web services to support system to system exchange of these data. In short, the goal was to eliminate numerous in-efficient manual processes and bring the various different databases in sync by using machine to machine communication.
The task of building an integrated and seamless single authoritative source was a complex task because of the number of stakeholders and their varying requirements, the various different systems, different architecture, data format etc. CGH worked closely with the FAA and other teams, followed a collaborative model to systematically map out the requirements, and deployed interim software to help the FAA successfully deploy the Obstacle Authoritative Source (OAS), a first of its kind. With this deployment, a single application is used to manage obstacle data within the FAA and data is kept in sync with the OAS database that is used to provide data to various internal and external systems via a modern web-service framework that leverages the FAA’s System Wide Information Management network (SWIM).
Since OE/AAA is an operational system, integrating and deploying NAVLean requirements was challenging because existing operations and enhancements needed to continue while these requirements were being implemented. Building an Obstacle Authoritative Source was one of the key subject area. CGH has been supporting the FAA over two decades designing and developing Obstacle management software by converting numerous paper-driven processes to digital data processes.
This complex technical task required large scale data migration and communication setup between various systems located in different data centers that crossed different network boundaries. It also required precise planning, process modeling, data analysis, testing and table-top exercises to ensure the deployment went smoothly without affecting the day-to-day operations of the existing systems.
The deployed software will allow OE/AAA to be the single application for users to manage Obstacle data.
